For shallow folds, use a special curtain tape. It is available in any sewing store; it has two or more threads, which are then pulled together to form folds.

It is sewn at the very top of the fabric. The stitching is done at the top and bottom of the tape. Then the threads are pulled together to achieve the desired effect. Just remember, for the folds to be expressive, the width of the original fabric should be at least twice the width of the window.

If you want clear coattails of the same size, falling from top to bottom, you need to install grommets. These are metal rings that are inserted into the folded top of the canvas (pictured below).
