All those present were warmly welcomed and congratulated by the Deputy Prosecutor General of the Russian Federation for the Southern Federal District Sergei Vorobyov, Prosecutor of the Krasnodar Territory Leonid Korzhenek, Chairman of the Supreme Court of the Republic of Armenia Aslan Trakhov, Chairman of the Committee on Legislation, Legality and Local Self-Government Issues of the State Council-Khase of the Republic of Armenia Alexander Laboda, Head of the Investigation Department Investigative Committee of the Russian Federation for the Republic of Armenia Vasily Semenov, Head of the FSB of the Russian Federation for the Republic of Armenia Oleg Seleznev and the Minister of Internal Affairs for the Republic of Armenia Alexander Rechitsky, Chairman of the Council of Veterans of the Prosecutor's Office Muratbek Gonezhuk.

Oleg Seleznev, a member of the Federation Council, a representative of Adygea from the executive branch, a military officer, an intelligence officer and an exemplary family man, in an exclusive interview for SA, told what the senator does, what benefits he brings to the region, how Adygea managed to remain an oasis of peace in the Caucasus and why he prefers the printed press to the Internet.

- Oleg Viktorovich, you headed the FSB Directorate in the republic for 8 years, today you represent its interests in the Federation Council. You know Adygea, its people, culture and customs well. What do you think strong point our region? What will help maintain peace and increase prosperity in the republic?

The strength of Adygea is its people. Amazing people, their mentality, attitude towards elders, women, children, towards work, towards their land, towards war and towards peace, the code of laws of the Adyghe Khabze, which still really works today. All this together in the 90s radically changed the course of events in the Caucasus. Absolute balance and wisdom, which is inherent not only to the elders, but also to the young, did not allow what we, unfortunately, saw in some Caucasian republics at one time. Collective wisdom did not allow the fragile interethnic peace to be disrupted, and even in difficult days, Adygea remained an oasis of calm in the region. Of course, there were renegades, but you can count them on one hand, and they did not receive support from the population.

If we talk about spheres priority development, then they were designated more than once by the head of the republic, Murat Kumpilov. This is tourism Agriculture and investment potential. This is what the executive and legislative powers continue to actively work on today in close and effective cooperation.

- You are a major general, a military officer with a higher military education, and you have Afghanistan and Abkhazia behind you. Why did you choose the Committee for international affairs? Why not “defense and security”, for example?

This is a balanced decision made jointly with the head of the republic. Actually, it was Murat Karalbievich’s proposal to join the International Affairs Committee of the Federation Council. You know about the multi-million Adyghe diaspora, connections with which have recently intensified. And there is a desire to develop and strengthen them. I'm sure that high level Council of the Federation, we will be able to better work out issues of cooperation with compatriots who live in different countries peace. These can be both cultural and economic ties. So, in our opinion, this is a very promising area that is worth focusing on.

- As a member of the Federation Council Committee on International Affairs, you oversee issues of relations between Russia and Abkhazia and South Ossetia. This year marks exactly 10 years since Russia recognized the independence of the two republics. How fruitful do you think these years have been for the formation and development of Abkhazia and South Ossetia and what is our country’s future strategy for interaction with Sukhum and Tskhinvali?

Chairman of the Federation Council Committee on International Affairs Konstantin Kosachev spoke very precisely on this topic. Over the past 10 years since the declaration of independence of South Ossetia and Abkhazia, the main task has been solved - ensuring the safety of people. But there are certainly problems in Russia’s relations with the two republics. And this indicates that the Russian Federation treats them as equal partners, each of which has its own national interests. Yes, we still have to big job in the field of regulation of legislation. In particular, in February of this year, the Federation Council ratified an agreement on the basis of which points for issuing compulsory health insurance policies (CHI) for Russian citizens will appear in the Republic of Abkhazia and the opportunity to receive treatment under them in the Krasnodar Territory. The population of Abkhazia is 240 thousand people, including 189 thousand Russians, and they need to be supported in providing medical care within the framework of compulsory medical insurance.

The strength of Adygea is its people. Amazing people, their mentality, attitude towards elders, women, children, towards work, towards their land, towards war and towards peace, the code of laws of the Adyghe Khabze, which still really works today

- You have been working in the Federation Council for a little over a year. Certain conclusions can be drawn. Are you satisfied with the result of the work? Many ordinary people do not have a very good idea of what the senator does and what specific benefit he brings to the region...

Senator, Senate - these designations are often used in the media, but officially the government body is called the Federation Council - one of the two chambers Federal Assembly - Russian parliament. The Federation Council is also called the Chamber of Regions, because it consists of two representatives from each subject of the federation - from the executive and legislative branches. Moreover, it is the regional authorities who decide who will represent the interests of the region. The benefit may not be, as you put it, specific, or may be the result of the work of one person. As a rule, any serious achievement- the result of joint efforts of authorities. As a member of the Federation Council, I am obliged to hold regular receptions of citizens in Adygea. Here we can solve very specific issues that residents address. I try to take part in all major events in the region, including meetings of the republican parliament, and I am a member of the organizing committee to celebrate the upcoming 100th anniversary of the Adygea Autonomous Region. And here we're talking about not only and not so much about festive events, but about that great job, which we carry out to attract financial resources to the region for the development of socially significant institutions and programs, and to increase the recognition of Adygea, and therefore its investment and tourist attractiveness. Am I happy with my job? I think in a slightly different way - my work is assessed by the leadership of the republic, which delegated me to represent the interests of the region at the federal level.

- Oleg Viktorovich, I have a professional interest - do you prefer newspapers, TV or the Internet?

Definitely newspapers. Perhaps this is a habit, after all, I am a person of that generation that even today prefers the printed press, thoughtful and calm reading and analysis. I rarely watch television, and I don’t trust the Internet; there is too much unverified information there that anyone is free to post.

- Do you look at social networks? Bye yours official page I haven't seen any of them. Are you planning to start one? By the way, the head of the republic, Murat Kumpilov, actively uses social networks, having established effective and virtually lightning-fast feedback with the population. Our number of appeals to the Human Rights Commissioner in the republic has decreased by half. One of the reasons, I suspect, is that it’s easier and faster for people to write directly to the chapter...

The head of the republic is doing absolutely the right thing. This is a very effective modern mechanism feedback, and ignoring it would be short-sighted. Personal page V in social networks I don't have it, but all necessary information We post about my work on media pages and in popular groups. My assistants conduct constant monitoring, and we also quickly try to respond to all requests and questions.

- Oleg Viktorovich, given your professional path, I understand that there is very little available information about you on the Internet, but I would like to know more about the senator. Can you tell us a little more about yourself? curriculum vitae on Wikipedia? Where were you born, what family did you grow up in, do you have any children?

I can tell you a little more information on Wikipedia. (Smiles.) I was born in Orenburg, in a family of hereditary military men, so it’s different professional path I haven’t seen it for myself. And my son followed in these footsteps, but, unfortunately, he left us too early - his heart could not stand it. I have two daughters, both married, three wonderful grandchildren and a wonderful granddaughter.

Over the past 7 years, the budget has grown significantly, investment projects, which are sold on the territory of the republic, amount to more than 100 billion rubles. This is money. And people who criticize the government today do not have access to this money. This audience is well known to us, they have all been identified, the motives that motivate them are clear to us. Many of them have either been convicted or are under investigation for committing various crimes of an economic nature,” General Oleg Seleznev emphasized at the Anti-Corruption (popularly called the Corruption) Council under the Head of Adygea. Indeed, the people in Adygea do not have access to money, because corrupt officials siphon money from them.

His victorious speech immediately rebroadcast by budget media.

Of course, the residents of Adygea highly appreciated the humorous statements of the former head of the republican FSB Directorate and immediately sent interesting photographs to the editor.

On them we see a car in which a fierce fighter against corruption, a champion of statehood and the law, is driving.

It can not be so! An army general is a priori characterized by asceticism and a heightened sense of duty for the good of the Motherland! These are the machinations of the ubiquitous agents of the US State Department in order to discredit a respected organization!

This is exactly what the bosses and controllers from the department will most likely say own safety FSB of Russia.

Where an employee gets such a car in a heavily subsidized republic is not yet documented to us. In Russia, for some reason, such information is a especially guarded secret.

But they say that the entrepreneurs of Adygea know firsthand about its origin.

What's the point? After all, none of the bodies controlling the FSB had any desire to interview them, not even another, no less principled fighter against corruption - the prosecutor of the republic Vasily Poslovsky.

And therefore, which we wrote about earlier, is more reminiscent of the bureaucratic training that has long been causing heartburn among residents, with a “stuck record”: no corruption, no corruption, no corruption...

It’s logical to ask questions to Oleg Seleznev not only about luxury goods.

For example, at the council he said " And people who criticize the government today do not have access to this money. This audience is well known to us, they are all installed..." Wouldn't it hurt to check on what basis he establishes the identities of people who criticize the authorities in Adygea? Are these the powers and statutory activities of the FSB? Have the constitutional rights of citizens in Adygea been abolished? Are those who criticize the government outlawed?

Nothing prevents us from remembering his previous place of service, and he worked quite a bit as deputy head of the FSB Directorate for the Krasnodar Territory, overseeing the protection of the constitutional order and the fight against terrorism. After all, it was his former subordinates from the ZKS and BT departments who were engaged in extortion, torture and falsified the criminal case against citizen Semyonov.
