1. I. General provisions

1. Secretariat to ensure the activities of the subgroup of the working group of the State Council of the Russian Federation on the preparation of the meeting of the State Council of the Russian Federation on the issue "On measures to implement the decrees of the President of the Russian Federation on the socio-economic development of Russia" in the direction "On an independent system for assessing the quality of work of organizations providing social services" (hereinafter referred to as the secretariat) is created in order to ensure the activities of a subgroup of the working group of the State Council of the Russian Federation to prepare a meeting of the State Council of the Russian Federation on the issue "On measures to implement the decrees of the President of the Russian Federation on the socio-economic development of Russia" (hereinafter referred to as the subgroup working group, working group).

II. Secretariat tasks

3. Implementation of organizational, legal and documentary support for the activities of the subgroup of the working group.

III. Secretariat functions

5. To fulfill the assigned tasks, the secretariat performs the following functions:

1) develops and implements organizational and technical measures for preparing and holding meetings of the subgroup of the working group;

2) summarizes and prepares reference and analytical materials on documents that are submitted to the subgroup of the working group;

3) organizes the preparation of conclusions and proposals on issues within the competence of the subgroup of the working group;

4) ensures the organization of office work of a subgroup of the working group.

IV. Secretariat rights

6. In order to fulfill the assigned tasks, the secretariat has the right:

1) represent a subgroup of the working group on issues related to its functions and tasks;

2) request and receive in in the prescribed manner from the authorities state power, public associations, organizations materials necessary to perform the functions assigned to the subgroup of the working group;

3) attract specialists to carry out expert and analytical work on issues within the competence of a subgroup of the working group.

V. Management of the Secretariat

7. Head of the secretariat:

1) manages the work of the secretariat, ensuring the solution of the tasks assigned to it;

2) represents the secretariat in relations with government authorities, public associations, organizations.

VI. Organization of secretariat activities

8. Meetings of the secretariat are chaired by the head of the secretariat, and in his absence - by the deputy head of the secretariat.

9. The Secretariat holds meetings as necessary.

10. A meeting of the secretariat is considered valid if at least half of the members of the secretariat are present.

11. Decisions of the secretariat are made by a simple majority of votes from the number of members of the secretariat present at the meeting.

July 19, 2017, Chairman of the State Duma Committee on Regional Policy and Problems of the North and Far East Nikolai Kharitonov took part in the second meeting of the working group of the State Council of the Russian Federation on the development of the Far East of the Russian Federation.

The meeting of the working group was attended by deputies of the State Duma, representatives of ministries , departments, regions, business, experts from the Russian Union of Industrialists and Entrepreneurs, the Chamber of Commerce and Industry, as well as representatives public organizations. The event was held under the leadership of the Assistant to the President of the Russian Federation Igor Levitin and Deputy Chairman of the Government of the Russian Federation - Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev.

The meeting participants discussed further measures for the development of the Far East.

According to Igor Levitin, an extensive report is being prepared for the State Council, which will be compiled taking into account proposals from regions, ministries and experts.

“We need to determine what the regions of the Far East lack to increase competitiveness,” he noted, instructing the leaders of the Far Eastern constituent entities of the Russian Federation to be involved as much as possible in the development of the document.

To date, the first edition of the report has been formed, which analyzes the strengths and weak sides macroregion, its potential, existing mechanisms for supporting business and developing human potential. Proposals were also made for the further development of the Far East. Experts believe that it is necessary, first of all, to create a favorable investment environment, strengthen export support, and work on the development of social infrastructure.

Existing support measures, according to Yuri Trutnev, is not enough for tangible changes in the standard of living in the Far East.

“More than 15 laws have been adopted for the development of the macro-region, about 20 priority development territories have been created, and by the end of the year we plan to commission another 85 enterprises. But these figures are only good for reporting, because so far the residents of the regions do not feel any visible changes. This means that existing support measures are not enough,” stated the Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District.

In his speech Nikolai Kharitonov I noticed that the draft report completely forgot about the indigenous peoples of the North, Siberia and the Far East.

“In our opinion, it is necessary to reflect in the report state support indigenous peoples of the North, Siberia and the Far East .

So far, the report has placed a small emphasis only on Chukotka Autonomous Okrug. And indigenous peoples live not only in Chukotka,” emphasized the Chairman of the Committee.

At the beginning of July 2017, the State Duma Committee on Regional Policy and Problems of the North and Far East held a visiting round table on Sakhalin. The problems and prospects for traditional environmental management of indigenous peoples of the North, Siberia and the Far East were discussed. "Recommendations " round table“will be sent to the working group,” noted Nikolai Kharitonov.

“In all speeches it was emphasized that when developing the Far East, we must take into account the rights of indigenous peoples to traditional use of natural resources and economic activity. In the new development model of the Far East, a special place should be given to preserving and improving the conditions for indigenous peoples to lead a traditional way of life, improving the level and quality of their life,” he emphasized Nikolai Kharitonov.

According to Igor Levitin, all proposals made will be taken into account in the further preparation of the report for the next Presidium of the State Council of the Russian Federation.

I. General provisions

1. The State Council of the Russian Federation (hereinafter referred to as the State Council) is an advisory body that promotes the implementation of the powers of the head of state on issues of ensuring the coordinated functioning and interaction of government bodies.

2. The State Council in its activities is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, as well as these Regulations.

3. The regulations on the State Council are approved by the President of the Russian Federation.

II. Main tasks of the State Council

4. The main tasks of the State Council are:

assistance in the implementation of the powers of the President of the Russian Federation on issues of ensuring the coordinated functioning and interaction of government bodies;

discussion of problems of special national importance concerning the relationship between the Russian Federation and the constituent entities of the Russian Federation, critical issues state building and strengthening the foundations of federalism, making the necessary proposals to the President of the Russian Federation;

discussion of issues related to the execution (compliance) by federal government bodies, government bodies of constituent entities of the Russian Federation, local government bodies, their officials of the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation Federation, and making appropriate proposals to the President of the Russian Federation;

III. Composition and organization of work of the State Council

5. The State Council is formed by the chairman of the State Council and members of the State Council.

The Chairman of the State Council and members of the State Council participate in its work on a voluntary basis.

6. The Chairman of the State Council is the President of the Russian Federation.

7. Members of the State Council are the Chairman of the Federation Council of the Federal Assembly of the Russian Federation, the Chairman of the State Duma of the Federal Assembly of the Russian Federation, authorized representatives President of the Russian Federation in federal districts, senior officials (heads of the highest executive bodies of state power) of the constituent entities of the Russian Federation, heads of factions in the State Duma of the Federal Assembly of the Russian Federation.

9. Chairman of the State Council:

determines the place and time of meetings of the State Council and its presidium;

presides over meetings of the State Council and its presidium;

forms, on the basis of proposals from members of the Presidium of the State Council, a work plan for the State Council and the agenda of its next meeting;

gives instructions to members of the State Council and the Secretary of the State Council.

10. The duties of the Secretary of the State Council are assigned by the Head of the Administration of the President of the Russian Federation to one of the assistants to the President of the Russian Federation. The Secretary of the State Council is not a member of it.

11. Secretary of the State Council:

ensures the preparation of a draft work plan for the State Council, draws up draft agendas for its meetings, organizes the preparation of materials for meetings of the State Council, as well as draft relevant decisions;

informs members of the State Council about the place, time and agenda of the next meeting of the State Council, provides them with the necessary materials;

signs minutes of meetings of the State Council;

bears responsibility for ensuring the activities of the State Council;

organizes the work of the advisory commission of the State Council and ensures the activities of permanent and temporary commissions and working groups created by the State Council and the presidium of the State Council;

carries out other assignments of the Chairman of the State Council.

12. Members of the State Council make proposals to the Presidium of the State Council on the work plan of the State Council, the agenda of its meetings and the order of discussion of issues, participate in the preparation of materials for meetings of the State Council, as well as drafts of its decisions.

Members of the State Council do not have the right to delegate their powers to other persons.

13. The State Council, the Presidium of the State Council may create permanent and temporary commissions and working groups to prepare materials on issues that are expected to be considered at a meeting of the State Council or its presidium, and attract, in the prescribed manner, scientists and specialists to carry out certain work, including on a contractual basis.

14. The activities of the State Council are ensured by the relevant divisions of the Administration of the President of the Russian Federation and the Administration of the President of the Russian Federation.

IV. Operating procedure of the State Council

15. Meetings of the State Council are held regularly, as a rule, at least three times a year. By decision of the Chairman of the State Council, extraordinary meetings of the State Council may be held.

A meeting of the State Council is valid if a majority of the total number of members of the State Council is present.

16. Meetings of the State Council are held, as a rule, in the Moscow Kremlin.

17. Decisions of the State Council are made at its meeting through discussion.

By decision of the Chairman of the State Council, voting can be held on any issue on the agenda.

The Chairman of the State Council also has the right to establish the procedure for making decisions on issues of special national importance by reaching consensus.

18. Decisions of the State Council are documented in a protocol signed by the Secretary of the State Council.

If necessary, decisions of the State Council are formalized by decrees, orders or instructions of the President of the Russian Federation.

If a decision is made on the need to adopt a federal constitutional law, a federal law or make changes to them, or to amend a draft federal constitutional law or a federal law, the draft relevant act is included in State Duma Federal Assembly of the Russian Federation in accordance with the legislative initiative of the President of the Russian Federation.

The State Council of the Russian Federation is formed, which is an advisory body under the President of the Russian Federation. The Chairman of the State Council is the President of the Russian Federation.

Members of the State Council are senior officials (heads of the highest executive bodies of state power) of the constituent entities of the Russian Federation, as well as (by a special decision of the President of the Russian Federation) persons who have held the positions of senior officials of the constituent entities of the Russian Federation for two or more consecutive terms.

To resolve operational issues, the President of the Russian Federation forms a presidium of the State Council consisting of 7 members. Meetings of the presidium are held as needed, but, as a rule, at least once a month. Meetings of the State Council are held regularly, as a rule, at least once every 3 months.

Decisions of the State Council, if necessary, are formalized by decrees, orders or instructions of the President of the Russian Federation, and can also be submitted to the State Duma of the Russian Federation as a draft of the corresponding legislative act in accordance with the legislative initiative of the President of the Russian Federation.

“The development of passenger transport lags behind the needs of the economy. This area is the main source of socio-economic problems, but it should be the other way around. I will not be mistaken if I say that similar conclusions can be drawn in relation to other subjects of the Russian Federation. The main task is not only to reveal the problems existing in each branch of passenger transportation, but also to do it comprehensively. It is necessary to take into account all factors: regulatory, infrastructural, organizational, cost, safety, quality of transportation,” said Governor Sergei Morozov.

In turn, Presidential Aide Igor Levitin noted the need to resolve issues of control and supervisory activities in the passenger transportation industry, introduce a risk-based approach and keep records of unclaimed funds allocated from the budget to pay for the transportation of preferential categories of passengers. Levitin also proposed exempting from VAT air transportation whose routes exclude Moscow (for example, Ulyanovsk-Sochi).
