Arthur Muravyov was born on February 5, 1965 in the city of Klin, Moscow region. After graduation high school, a young man from 1983 to 1985, served in the USSR Armed Forces as part of a group Soviet troops in Germany. In 1987, he graduated from Kalininsky State University by specialty "lawyer".

Muravyov began his career immediately after graduating from university, as a lawyer at a legal consultation in the city of Klin.

In 1990, Arthur received additional education, having successfully completed postgraduate studies at the All-Union Research Institute of Soviet State Construction and Legislation under Supreme Council USSR, where he defended his Ph.D. thesis.

From 1993 to 1995, he was a deputy of the State Duma of the first convocation. Member of the Committee on Property, Privatization and economic activity and the deputy group “New Regional Policy”.

Further, since 1996, he held the position of senior project manager of the public-state fund “Russian Privatization Center”. He was a senior project manager at the International Institute for the Development of Legal Economics Foundation.

In 1997, he took the position of president of the Fiscal Reform Assistance Fund. Later he served as first deputy chairman State Committee Russian Federation on state reserves.

Then, from 1999 to 2001, Artur Muravyov worked as a lawyer at the Moscow Regional Bar Association.

Later, in 2001, he joined the Administration of the President of the Russian Federation. He held the position of Deputy Head of the Department for Interaction with the Federal Assembly of the Russian Federation, political parties and movements of the Main Directorate domestic policy. Since 2002, he was deputy head of the Main State Legal Directorate of the President of the Russian Federation and head of the department of economic and civil legislation of the Russian Federation.

In 2003, Muravyov again increased the level of personal education by completing a course at the Moscow State Law Academy, where he defended his doctoral dissertation on the topic “Development government structure Russian Federation as a factor in improving the regional governance system: Constitutional and legal aspect.”

From 2004 to 2012, the experienced leader served as deputy head of the State Legal Department of the President of the Russian Federation. It represents: the position of the President of the Russian Federation on the federal constitutional laws considered by the Federation Council, approved by the State Duma, and federal laws, adopted by the State Duma; justifications for the rejection by the President of the Russian Federation of federal laws adopted by the State Duma and approved by the Federation Council; decrees of the President of the Russian Federation on the introduction of martial law and on the introduction of a state of emergency, submitted for approval by the Federation Council in accordance with Art. 102 of the Constitution of the Russian Federation; candidacies for appointment to positions submitted to the Federation Council for consideration by the President of the Russian Federation in accordance with the Constitution of the Russian Federation and federal laws; proposal of the President of the Russian Federation for dismissal from office Prosecutor General RF. The pp. represents at meetings of committees or commissions of the Federation Council candidates for appointment to positions of diplomatic representatives of the Russian Federation in foreign states and international organizations, as well as proposals from the President of the Russian Federation to recall diplomatic representatives of the Russian Federation. He participates in chamber meetings without special permission from the President of the Russian Federation; represents the position of the President of the Russian Federation at meetings of conciliation commissions created by the chambers of the Federal Assembly of the Russian Federation. In carrying out its functions, the PP has the right to: approve bills submitted by the President of the Russian Federation to the State Duma; participate in the preparation of proposals to the President of the Russian Federation on the signing or rejection of federal laws adopted by the State Duma and approved by the Federation Council; request and receive in the prescribed manner necessary conclusions, materials and information from independent divisions of the Administration of the President of the Russian Federation and federal executive authorities; use, in the prescribed manner, information data banks of the Administration of the President of the Russian Federation, the Office of the Government of the Russian Federation, and federal executive authorities. The P.P. coordinates, within its competence, the activities of independent divisions of the Administration of the President of the Russian Federation and representatives of the Government of the Russian Federation in the Federation Council. In accordance with the Regulations of the Federation Council, the P.P. takes part in open and closed meetings of the Federation Council, meetings of the Council of the Chamber, committees and commissions of the Chamber, parliamentary hearings, meetings round tables"and other events held in the Northern Fleet. He was given the right of extraordinary speech at a meeting of the Federation Council. In the Meeting Hall of the Federation Council, the P.P. is allocated a special place.

1. Approve the attached Regulations on the Plenipotentiary Representative of the President of the Russian Federation in the Federation Council of the Federal Assembly of the Russian Federation and the Plenipotentiary Representative of the President of the Russian Federation in the State Duma of the Federal Assembly of the Russian Federation.

2. Establish that:

the plenipotentiary representative of the President of the Russian Federation in the Federation Council of the Federal Assembly of the Russian Federation coordinates, within his competence, the activities of independent divisions of the Administration of the President of the Russian Federation and representatives of the Government of the Russian Federation in the Federation Council of the Federal Assembly of the Russian Federation;

The plenipotentiary representative of the President of the Russian Federation in the State Duma of the Federal Assembly of the Russian Federation coordinates, within his competence, the activities of independent divisions of the Administration of the President of the Russian Federation and representatives of the Government of the Russian Federation in the State Duma of the Federal Assembly of the Russian Federation.

3. To recognize as invalid:

subparagraph “a” of paragraph 1 of Decree of the President of the Russian Federation of September 1, 2000 N 1606 “On amendments and invalidation of certain acts of the President of the Russian Federation in connection with the formation of the Administration of the President of the Russian Federation” (Collected Legislation of the Russian Federation, 2000, N 36, Article 3636).

Regulations on the Plenipotentiary Representative of the President of the Russian Federation in the Federation Council of the Federal Assembly of the Russian Federation and the Plenipotentiary Representative of the President of the Russian Federation in the State Duma of the Federal Assembly of the Russian Federation

1. The plenipotentiary representative of the President of the Russian Federation in the Federation Council of the Federal Assembly of the Russian Federation and the plenipotentiary representative of the President of the Russian Federation in the State Duma of the Federal Assembly of the Russian Federation (hereinafter referred to as the plenipotentiary representative of the President of the Russian Federation in the Federation Council, the plenipotentiary representative of the President of the Russian Federation in the State Duma) represent the interests of the President of the Russian Federation and contribute to the implementation of his constitutional powers, respectively, in the Federation Council of the Federal Assembly of the Russian Federation and the State Duma of the Federal Assembly of the Russian Federation (hereinafter referred to as the Federation Council, State Duma).

2. The Plenipotentiary Representative of the President of the Russian Federation in the Federation Council and the Plenipotentiary Representative of the President of the Russian Federation in the State Duma are guided in their activities by the Constitution of the Russian Federation, federal laws, decrees and orders of the President of the Russian Federation, as well as these Regulations.

3. The plenipotentiary representative of the President of the Russian Federation in the Federation Council and the plenipotentiary representative of the President of the Russian Federation in the State Duma participate in meetings of the relevant chamber of the Federal Assembly of the Russian Federation without a special decision of the President of the Russian Federation.

4. The Plenipotentiary Representative of the President of the Russian Federation in the Federation Council and the Plenipotentiary Representative of the President of the Russian Federation in the State Duma perform the following functions:

a) the plenipotentiary representative of the President of the Russian Federation in the Federation Council represents:

the position of the President of the Russian Federation on federal constitutional laws considered by the Federation Council, approved by the State Duma, and federal laws adopted by the State Duma;

decrees of the President of the Russian Federation on the introduction of martial law and on the introduction of a state of emergency, submitted for approval by the Federation Council in accordance with paragraphs “b” and “c” of Part 1 of Article 102 of the Constitution of the Russian Federation;

candidacies for appointment to positions submitted to the Federation Council by the President of the Russian Federation in accordance with the Constitution of the Russian Federation and federal laws;

proposal of the President of the Russian Federation to dismiss the Prosecutor General of the Russian Federation from office;

b) the plenipotentiary representative of the President of the Russian Federation in the State Duma represents:

bills introduced by the President of the Russian Federation at meetings of the State Duma;

the position of the President of the Russian Federation on bills being considered by the State Duma;

justifications for the rejection by the President of the Russian Federation of federal laws adopted by the State Duma and approved by the Federation Council;

candidacies for appointment to positions submitted to the State Duma by the President of the Russian Federation in accordance with the Constitution of the Russian Federation and federal laws;

proposal of the President of the Russian Federation to dismiss the Chairman Central Bank Russian Federation.

5. The plenipotentiary representative of the President of the Russian Federation in the Federation Council and the plenipotentiary representative of the President of the Russian Federation in the State Duma represent at meetings of committees or commissions of the relevant chamber of the Federal Assembly of the Russian Federation:

candidacies for appointment to the positions specified in paragraph "m" of Article 83 of the Constitution of the Russian Federation;

proposals of the President of the Russian Federation on the recall of diplomatic representatives of the Russian Federation.

6. The plenipotentiary representative of the President of the Russian Federation in the Federation Council and the plenipotentiary representative of the President of the Russian Federation in the State Duma represent the position of the President of the Russian Federation at meetings of conciliation commissions created by the chambers of the Federal Assembly of the Russian Federation.

7. The plenipotentiary representative of the President of the Russian Federation in the Federation Council and the plenipotentiary representative of the President of the Russian Federation in the State Duma, when exercising their functions, have the right:

coordinate bills submitted by the President of the Russian Federation to the State Duma;

participate in the preparation of proposals to the President of the Russian Federation on the signing or rejection of federal laws adopted by the State Duma and approved by the Federation Council;

request and receive, in the prescribed manner, the necessary conclusions, materials and information from independent divisions of the Administration of the President of the Russian Federation and federal executive authorities;

use, in the prescribed manner, data banks of the Administration of the President of the Russian Federation, the Office of the Government of the Russian Federation and federal executive authorities.

In the same year, Artur Muravyov was elected people's deputy of the RSFSR from the Voronezh national-territorial district. In 1993, Mr. Muravyov became a deputy of the State Duma of the first convocation, and became a member of the “New Regional Policy” deputy group. Muravyov remained a member of this group until 1995.

From 1996 to 1997, Artur Muravyov was the senior project manager of the public-state fund “Russian Privatization Center”. Mr. Muravyov also worked on a project of the International Institute for the Development of Legal Economics Foundation as a senior manager. Since June 1998, he served as First Deputy Chairman of the State Committee of the Russian Federation for State Reserves.
