To find the answer to the question posed, you should first decide on the procurement market that will be most interesting to you. Whether you are interested in commercial procurement, state and municipal procurement in accordance with 44-FZ or corporate procurement in accordance with 223-FZ will determine which tools are best to use for searching for tenders and which will be of no use.

The development of the system of state and municipal procurement in accordance with the principles of openness and efficiency of procurement carried out at the expense of the budget has led to the creation of a single portal for posting information about such procurement, which is located at www.zakupki.gov.ru.

It is worth noting here that until the beginning of 2010, the state and municipal procurement market was characterized by difficulties in finding procurement, which led to significant difficulties for procurement participants and, accordingly, limited competition. To solve this problem, the Government of the Russian Federation and the legislator have determined that absolutely all state and municipal procurements must be published on the website of the Unified Information System in the field of procurement.

If information about the purchase is not posted there, this actually means that the purchase has not been announced and is not valid. But Customers are given the right, in addition to the procurement website, to publish information in other sources of information at their discretion. But since such information in any case will be duplicate in relation to the procurement site, this is not interesting for searching for orders.

A similar situation has developed in the field of corporate procurement in accordance with 223-FZ, where Customers are also required to publish all information about competitive procurement methods on the website zakupki.gov.ru, and have the right to additionally publish such information on their own websites and systems.

Consequently, the only sufficient source of information will be the procurement website zakupki.gov.ru, but with some reservations, which will be discussed below.

But in the commercial orders market the situation is exactly the opposite. Since Customers of commercial orders independently determine the rules and procedure for purchasing, they independently choose, based on their own preferences, the place where information about the order will be placed. At the moment, on the Russian market alone there are more than six thousand different platforms offering services for publishing orders. This amount makes manual search completely ineffective, and increases the need to automate this process. Various services and programs cope well with this task.

When answering the question of how to search for tenders, it is worth listing the main ways to search for them.

Manual search is suitable for those procurement participants who do not participate in procurement on an ongoing basis and choose government or corporate procurement.

The use of paid and free services will significantly increase efficiency and improve the search for tenders. The tender search system significantly saves your time resources, takes into account the parameters you specify and offers options that you most likely would not have found in a manual search.

Monitoring of tenders can also be entrusted to a separate specialist who will deal with this on a permanent and professional basis or to a third-party organization. But the latter option, from a practical point of view, has not proven itself in the best light, since such an organization, not understanding the specifics of your activity, offers tenders that are not interesting for your participation.

It is worthwhile to dwell in more detail on the possibilities that any tender search engine offers. Initially, it is worth making a reservation that any system will not solve all the problems associated with searching for tenders by pressing one button. Of the proposed options, in any case, you will have to manually analyze tenders to determine the feasibility of participation, many of which most likely will not suit you. But in any case, manual search comes down to an acceptable number of tenders that meet only your basic requirements. Any program for filtering orders has its advantages and disadvantages, which will be strictly individual for you. Therefore, any such program must be tested beforehand.

As you know, nothing is free in our world, so a free search for tenders is a very relative concept. As a rule, such programs and services either remain free for a short time or completely leave the market due to the unprofitability of the project. Since services and programs are just a tool in your hands, you must remember that the final result depends solely on your skills. In order for a paid search for orders to bring the expected result, you must follow the following rules:

  1. Check the OKPD codes indicated by Customers that correspond to your field of activity;
  2. Select keywords that can be used in the description of the procurement object;
  3. Use saving search parameters so as not to repeat the same settings every time;
  4. For the EIS website, subscribe to the RSS feed of search results using saved parameters;
  5. Perform the search as often as possible, the optimal schedule would be at least once a day;
  6. Monitor the selected order for cancellations or changes and make appropriate changes to your application in a timely manner;
  7. If there is a constant flow of tenders that interest you, use the opportunities provided by paid services, which we will discuss below.

How to find a suitable tender?

  2. Search for accommodation. Placement may be through an auction, open tenders or requests for quotations. Provided that the organization is small, it is recommended to look for requests for quotes, because they do not require an electronic digital signature, and the documents for submitting participation in the tender are the simplest. Placement through auctions involves financial investments, availability and registration on portals.
  3. Region of application. This is the main criterion for . Small organizations are recommended to participate in the tender only in their constituent entity of the Russian Federation in order to avoid the unpleasant consequences of failure to complete procurement at the federal level.
  4. Execution deadlines, as well as the presence of an advance payment, payment methods and other minor nuances in the order.

Where to find a suitable tender?

The tenders posted are divided into three categories, each covering its own resources. It makes no sense to search for tenders on all sites at once; you just need to decide which procurements you have the opportunity to participate in, and only after that start searching for sites and portals.

  1. State procurements. All public procurement tenders under the relevant Federal Law are required to be presented on the single official portal of the Russian Federation. It is very easy to search for such government tenders by registering on the government procurement portal.
  2. Corporate purchasing. The Government of the Russian Federation has obliged to place such tenders on at least two sites. This is the official government procurement portal and the Customer’s corporate website. You can apply for participation in tenders on both platforms or on just one.
  3. Private purchases. There are no restrictions on placement, so tenders are posted on any of more than a thousand online platforms, sometimes specially created for publication. Searching for private purchases sometimes takes quite a long time. When searching for private tenders, they usually look not for the order itself, but for the location of its placement.

How to do it for free?

The most important thing in free search of procurement tenders is the understanding that such methods have some limitations, and the time costs may increase. It is quite difficult to track tenders, so there are special free websites and programs whose search engines, if possible, provide the most detailed information on tenders on most sites.

Typically, such sites or programs provide limited free functionality or a trial version, after which you are offered to purchase a subscription. There is also an option to manually search for orders.

Today, there is a common problem with negative results in searching for tenders and with maximum investment of effort.

The reason for such unsuccessful searches is incorrect and sometimes completely incorrect queries, which subsequently results in the search engine giving completely wrong results.

In this case, in order to relieve both your own and your working time, it is recommended to hire and pay an additional employee, whose responsibilities will include manual monitoring of tenders for purchases or services.

On the one hand, this method does not look free, on the other hand, there is no need to pay for participation in dozens of sites; only one person is paid for viewing available tenders.

In addition to searching for orders using keywords, most entrepreneurs place more emphasis on order classification. An identification number is assigned to state tenders in accordance with the established Law of the Russian Federation and applies to such areas of activity as the production and sale of medical equipment, construction, pharmacology, and the provision of socially oriented services.

You can find the OKDP (All-Russian Classifier of Types of Economic Activities, Products and Services) code for the required procurement area in the order card on any commercial or government portal.

When the required purchase has been found, you can take part in it yourself, or use tender support services. Both options have their pros and cons.

All information about ongoing procurement under 44-FZ and 223-FZ is published in the Unified Information System (EIS). To view any of the orders, registration or electronic signature (EDS) is not required. The system searches for tenders across all sites for free. To do this, in the UIS context menu, select the “Procurement” section, and then on the Advanced search or parameter constructor tab, you can clarify the criteria for the required tender, namely:

  • Name of the object (keywords, for example, construction, car, medicines, etc.).
  • Number of the law in accordance with which the purchase is carried out: 44-FZ, 223-FZ.
  • Registration number or identification code (if you are looking for a specific order).
  • Method for determining the supplier (auction, competition, request for quotations, or other).
  • Range of initial (maximum) contract price.
  • Period of publication of the notice, opening of envelopes, deadline for filing applications.
  • Name, TIN of the customer or organization that placed the order.
  • Level of organization (federal, subject or municipal).
  • District and subject of the Russian Federation of the customer, address of the place of delivery (selection on a territorial basis).
  • Codes OKPD, OKPD2.

In total, the EIS provides 30 criteria for selecting tenders under 44-FZ and 27 under 223-FZ. Each participant will be able to choose a more convenient approach when searching for information.

Free search engines

The rather convenient EIS filter cannot always be used. For example, due to ongoing maintenance on the site, the search for tenders may not be available. In this case, you can use the services of electronic platforms for free. Each accredited platform provides conditions for searching for the necessary orders: , NEP, Order of the Russian Federation, Roseltorg, Russian Auction House, RTS-tender, auction searches are carried out free of charge using the same parameters as the EIS.

For more detailed information, you need to go to the trading platform or UIS. You will not find any additional information other than what is published in the EIS in such systems.

Therefore, in this article I tried to answer this question in as much detail as possible so that you have a clear vision of what and where to look. So let's get started.

1. What is a suitable tender?

This concept is very subjective, since each supplier has his own idea of ​​​​a suitable tender. Let's look at the criteria by which you can determine whether this or that tender is suitable for you or not.

  1. Subject of the tender (this is the supply of goods, performance of work or provision of services corresponding to the field of your activity);
  2. Type of tender (state, corporate or commercial);
  3. Placement method (electronic auction, open tender, request for quotation, etc.) You can learn more about all the methods of placing purchases from this video:

  2. Region of the customer, as well as the address of the place of delivery of goods, performance of work or provision of services;
  3. Date of the tender;
  4. Availability and amount of application security;
  5. Availability and size of contract performance security;
  6. Terms of contract execution;
  7. Availability of advance payment.

I have listed only 10 main criteria that are most often used by procurement participants to decide whether to participate in a tender. However, each supplier may have its own list.

2. Where to look for tenders?

In order to answer this question, first of all you need to determine what kind of tenders you will look for: state (within the framework of 44-FZ), corporate (within the framework of 223-FZ) or commercial?

According to the requirements of 44-FZ, all government tenders must be placed by customers in the Unified Information System (UIS), and before putting it into operation on the Official website of the Russian Federation for placing orders - www.zakupki.gov.ru. Those. Absolutely all government procurements of the Russian Federation are posted on this resource, and you should look for them here.

Corporate procurement within the framework of 223-FZ is also posted on the website procurement.gov.ru. However, in parallel with posting on the official website, such information can also be posted on the corporate resources (websites) of these organizations. Those. You can search for such tenders both on the website www.zakupki.gov.ru and on corporate websites.

If you plan to take part only in government or corporate procurement, then the official website will be more than enough for your work. However, there is one point that I will talk about a little later.

With commercial tenders the situation is much more complicated. Currently in Russia there are more than 6,000 different commercial platforms where information about tenders is posted and procurement is carried out. It’s unlikely that anyone can manually “monitor” such a number of sites, so to search for commercial tenders they use various search engines or programs, which we will talk about later in this article.

3. Tender search options

Let's take a look at what search options exist.

First option – manual search.

This option is suitable for small organizations or individual entrepreneurs who occasionally take part in procurement, mainly in government procurement.

Second option – search using paid and free search services or programs.

This option, in my opinion, is more preferable for most organizations, because... allows you to perform a full search of both government and commercial procurement, and also significantly reduces the time spent on completing this task.

Third option – entrust the search to another specialist.

This option is good because you can entrust the search for new tenders in your organization to a specific employee. However, it is necessary to first teach him how to do this. And also equip it with additional services or software.

Fourth option — resort to the help of an outsourcing company.

In my opinion, this is the most irrational and costly option, which has not worked well in practice. As a rule, organizations providing such services have a lot of diverse clients. And the whole problem is that the employees of the outsourcing company do not delve into the specifics of the activities of a particular client. Yes, they don’t need it.

Therefore, 90-95% of the tenders they find will be thrown into the trash bin. Such companies use paid programs to search for tenders, conduct a selection based on customer search queries, and then send the found tenders by email. This is where a reasonable question arises. Why, then, pay someone to do something that you can do yourself, armed with such a program? You can get free access to one of these programs.

4. Paid and free resources for searching for tenders

At the end of 2014, my colleague Andrey Pleshkov and I monitored paid and free resources for searching for tenders, tested their functionality and quality of work. Below you will find two tables with paid and free search engines and a short summary.

The market situation is constantly changing, some search engines cannot withstand the competition and cease to function, others appear in their place. Therefore, do not be surprised that by the time you read this article, some of the search engines presented below may no longer function.

In the far right column there are links to so-called “Dead” services, the information on which has not been updated for a long time. Those. If you suddenly stumble upon one of the services indicated in this column, then know that there is no benefit from it and it is absolutely useless for work.

And finally, the middle column “Search services with limited search, lengthy registration and other problems.” All of these services are available and working, but for various reasons they are not included in the main list of preferred search services. Either it is a lengthy registration, or a limited and inconvenient search, etc. Try to access these resources yourself; it is quite possible that one of these services will also interest you, and you will take it into service.

5. Search for purchases on the websitewww. zakupki. gov. ru

Finding the right tenders on the official website is quite simple and intuitive. However, there is one point that I promised to tell you about at the beginning of this article. This point lies in the unstable operation of this resource, since it is constantly subjected to heavy load and endless modifications by developers. From time to time it does not work correctly or even hangs. But let's not talk about sad things, I hope that over time this problem will be eliminated. So, in order to start searching for tenders, you need to go to the main page of the site.

On the main page of the site you will see two tabs “Quick Search” pos. 1 and “Advanced search” pos. 4.

The quick search mode allows you to search by order name, lot name, customer name, as well as by notification number. Line for entering a search query pos. 2 contains 122 characters (including spaces).

To start the search, enter the name of the order, customer, lot or notification number in the search query input field and click on the “Find” button pos. 3 located on the right.

After clicking the "Find" button, the search is performed and the results are displayed in the central part of the page.

The search is performed in the combined register of orders and purchases using the entered search query (i.e., both for purchases carried out within the framework of 44-FZ and for purchases carried out within the framework of 223-FZ).

But I want to immediately warn you that a quick search is convenient only if you know the name of the order (or part of it), the name of the lot, the customer, or the notification number. For a more detailed search, it is recommended to use the advanced search.

Advanced Search

In order to get into the advanced search, you need to go to the corresponding tab on the site.

After clicking on this tab, an advanced search page will be displayed in front of you in the central part of the site.

To start the search, you must enter a search query in the search bar located at the top of the page in accordance with the displayed prompt: “Enter the whole or part of the notification number, the name of the purchase (order) or lot, the full name of the Customer.” And only then configure the necessary search parameters.

In this article, I will not go into detail about how to configure advanced search parameters, since this is a fairly large topic that deserves its own article. 6. Seldon – procurement search system No. 1

Today, the Seldon system is the undisputed leader in the search engine market. This is not just a search engine, but also a powerful analytical tool.

  2. Providing fast, accurate and efficient search through the largest database, including archival databases of purchases, contracts, legal entities and individual entrepreneurs;

7. How to quickly find the right tenders?

So, in order to quickly find tenders that interest you, you need to remember a few rules.

Rule #1. You must know the OKPD codes that customers use when posting information about procurement of goods, works or services that correspond to your field of activity.

Rule #2. You must know the keywords that can be used by customers in describing the item being purchased.

Rule #3. You should use saved search filter settings so you don't have to set the parameters manually each time.

Rule #4. You must subscribe to the RSS feed of search results based on the configured search parameters (this rule applies to the site www.zakupki.gov.ru).

Rule #5. You should search for information about new purchases at least once every 2-3 days.

Rule #6. You must regularly monitor changes in information on the selected purchase on the site (as changes may be made to the purchase notice, clarifications may be given, or the purchase may be cancelled).

Rule #7. If you regularly participate in tenders, you should whenever possible use paid search engines and software, as this will save you a lot of time.

And in order to choose the right tool for yourself, you need to test more than one program.

After clicking one of these buttons, a registration form for entering data will open in front of you. Fill in the information and click on the “Start using” button.
