Plutnik Alexander Albertovich biography family. The new general director of the AHML is Alexander Plutnik. Member of the Board, Managing Director of Mortgage Products and Underwriting

Only at the beginning of February we are for the “clever and beautiful woman”, President of the National Agency for Low-Rise and Cottage Construction (NAMIX) and State Duma deputy of the sixth convocation Elena Nikolaeva, who was appointed general director of the Fund for the Protection of the Rights of Citizens - Participants in Shared Construction. This one itself new structure I hadn’t really started working yet when I received a message that the Chairman of the Board and General Director of JSC Agency for Housing Mortgage Lending (AHML) had become the head of the Fund instead of Ms. Nikolaeva. Alexander Plutnik. At the same time, he was allowed to combine all three positions.

Such a rapid rotation seems, at first glance, unexpected and difficult to explain. Although, there are those who think differently. "For today's difficult conditions, this is a fairly natural purpose, because to manage the compensation fund it is necessary great experience, knowledge and professional qualities,” - commented RIA Real Estate CEO Institute of Regional Problems Dmitry Zhuravlev. He added that Elena Leonidovna is more political and public figure. “Still, its scale is a political scale. This also requires daily, difficult administration, this requires certain knowledge, certain skills, which Plutnik possesses,” he said.

In fact, one can argue about when the 34-year-old Mr. Plutnik acquired such skills. From 2004 to 2008, he worked as a specialist expert, consultant, and advisor to the department for supporting priority national projects Expert Directorate of the President Russian Federation. Then, from 2008 to 2013, he was assistant to the First Deputy Chairman of the Government of the Russian Federation Igor Shuvalov, and later deputy head of his secretariat. In 2013, Alexander Albertovich became Secretary of State - Deputy Minister of Construction and Housing and Communal Services of the Russian Federation, and in April 2015, by decision of the Supervisory Board of AHML JSC, he was appointed to the position of General Director of this wholly-owned state-owned joint stock company.

What a glorious career this is. And it’s no secret to anyone that the main patron of Mr. Plutnik is Igor Shuvalov himself. It is not for nothing that sources reported about a behind-the-scenes struggle for the post of head of the Fund for the Protection of the Rights of Shareholders between him and another Deputy Prime Minister of the Russian Federation Dmitry Kozak. And it seemed that Dmitry Nikolaevich won, having defeated his protege Nikolaeva, but it turned out that the joy was premature. Somehow, Igor Ivanovich managed to outplay everything and put his man on the farm with a 50-billion-dollar turnover...

Let us recall that the decision to create a compensation fund to insure the risks of participants in shared construction was made in 2016. The norm on its formation was included in the package of amendments to the law on shared construction 214-FZ, which the President of Russia Vladimir Putin signed last summer. It is assumed that the fund will be created through mandatory contributions from developers who enter into equity participation agreements with shareholders. It will allocate funds for the completion of unfinished housing or, if for some reason this is inappropriate, pay compensation to people in the event of bankruptcy of the developer who paid contributions to this fund.

It is expected that at first, contributions to the fund will be the same for all developers. They will amount to 1% of the price of residential premises fixed in each share participation agreement. In the future, the Ministry of Construction plans to create a methodology for differentiating relevant tariffs.

What is behind the sudden removal of Mrs. Nikolaeva? A banal desire of the First Deputy Prime Minister to recoup and strengthen his position? Will Elena Leonidovna recover from such a blow? After all, for her the search good place becomes a top priority again. How will Mr. Plutnik manage the Fund and AHML at the same time? He is, of course, a capable person, but isn’t he taking on too much? Along the way, the question arises, why does Igor Shuvalov have such a short “bench,” or does he trust important directions only to the most trusted people?

Many questions remain. The answers are not yet clear...

A month after the formation of the Ministry of Construction and Housing and Communal Services, the head of the department, Mikhail Men, signed an order appointing two new deputies. They were the deputy head of the secretariat of the First Deputy Prime Minister of Russia Igor Shuvalov - Alexander Plutnik and the ex-head of the disbanded State Construction Committee Vladimir Tokarev.

Izvestia’s source in the Ministry of Construction reported that the order appointing Plutnik and Tokarev was signed on December 2.

The minister's decision was made regarding two candidates. What areas of the ministry’s work the new deputies will take on will become known a little later, the department reported. - At the same time, the decision has not yet been made who will become My first deputy. All three new deputies, taking into account the already appointed Reylyan, will have the same status.

Colleagues of the appointed deputy ministers of construction and housing and communal services claim that Men made the right choice in choosing new assistants. At the same time, it is worth noting that the choice of the head of the department fell on young specialists, as was previously promised by the Ministry of Construction.

A government source said that Alexander Plutnik was appointed Mikhail Men’s deputy on the personal recommendation of First Deputy Prime Minister Igor Shuvalov.

Shuvalov and I have a common theme of affordable housing; they interact a lot on this issue. One of the experts on this issue is Alexander Plutnik - he is going to the new ministry to deal with affordable housing. Therefore, when Men began to look at candidates, the choice naturally fell on Plutnik, although the first deputy chairman of the government had a special regard for him and belonged to the category of proactive people, capable of solving problems in situations where others give up. For Shuvalov and Me, Plutnik is a kind of “battering ram” that must clear the rubble with housing construction, said a government official.

An official at the Ministry of Economic Development who knows Alexander Plutnik from working together, says that he is a young specialist, but don’t let his age bother him.

He worked with Shuvalov for about 10 years, one can say that he went through a difficult school with him - priority national projects, the APEC Summit, the Universiade, the 2008 crisis. It is not always easy to work with him, because he is very demanding, but this exactingness for Plutnik was the key to the successful implementation of the projects that he supervises. He is characterized by such a rare quality as professional perfectionism - he himself strives to make sure that everything is done correctly. high level. He is well versed in the construction industry, he is known in the market, he oversaw the preparations for the Universiade, and is involved in the World Cup. “In my opinion, this is a very successful appointment,” the interlocutor assesses.

The appointment of Plutnik clearly indicates the expansion of the apparatus influence of the first deputy chairman of the government, the source of the Ministry of Economic Development added.

Chairman of the board of directors of the development company SU-155, Mikhail Balakin, believes that the appointment of Alexander Plutnik confirms that, together with Mikhail Men, an influx of a new generation of managers into industry management has begun, who are distinguished by a modern view of management that goes beyond narrow industry boundaries.

I had to attend events with First Deputy Prime Minister Igor Shuvalov both as a business representative and as an expert. Plutnik's work as an assistant supervising a housing development demonstrated his ability to think strategically and think critically about cookie-cutter approaches. The ability to overcome stereotypes about the effectiveness of any established practices is very important for public managers of the new formation. In particular, thanks to this, a number of fundamentally important tools development of public-private partnerships in construction was developed and implemented with the active participation of Alexander Plutnik,” he says.

Plutnik turned 31 this year. Even before working with Shuvalov, he was an adviser to the expert department of the Russian Presidential Administration.

Another newly appointed deputy of Me, Vladimir Tokarev, is currently 36 years old. At this age, he had already worked as both the head of the State Construction Committee and the acting minister of regional development.

I met Tokarev when he began his work as deputy minister at the Ministry of Regional Development. There he was successfully responsible for two areas: 1. From the point of view of working with industry organizations, he was responsible for policy in the field of technical regulation. For Russia this has great importance. We are a member of the Customs Union and in many issues we act as a leader in choosing the right direction,” said Mikhail Viktorov, adviser to the chairman of Business Russia. - 2. He was responsible for determining the list of works for self-regulatory organizations, such as commercial construction companies.

According to Viktorov, at the Ministry of Regional Development, Tokarev showed himself to be a dynamic and productive leader who makes operational decisions, with a rather democratic character.

Previously, Deputy Head of the Ministry of Regional Development Yuri Reilyan was appointed Deputy Minister of Construction and Housing and Communal Services. Reylyan, in the position of Deputy Minister, ensures coordination of the activities of federal authorities, regional authorities, local government and the Olimpstroy corporation on the construction of Olympic facilities. In fact, he will become the main manager of budget funds in the ministry.

Born on October 5, 1982 in Moscow. Graduated from the Russian Economic Academy named after. G.V. Plekhanov and Moscow State Law Academy named after. O.E. Kutafina. Married. “I have two boyfriends, I love spending time with children.” Hobbies: football, hockey, gym.

– Alexander Albertovich, what is the difference between the “Housing” program and “Housing for the Russian Family”? Has only the name changed or the essence too?

– Federal target program“Housing,” unlike “Housing for the Russian Family,” contains a tool for its implementation, that is, activities such as providing targeted support to WWII and combat veterans and young families. And in the program “Housing for the Russian Family” we're talking about about an additional 25 million sq. m of housing, which will be built on behalf of the president for people with low but stable incomes.

“Housing” involves the use of budget funds, and “Housing for the Russian Family” contains market mechanisms for raising funds for communal infrastructure and for housing construction. The program guarantees its purchase at a price of 35 thousand rubles per sq. m. m, with the help of the Agency for Housing Mortgage Lending, which from 2002 to 2014 was involved in the development of mortgages and was one of the best in this market.

– Previously, a mortgage was not affordable for every member of the middle class.

– In order for the market to take shape, it was first necessary to create standards for the development of mortgages, financing, support, and servicing of mortgage loans. The Housing Mortgage Lending Agency succeeded. They already offer various options, such as social mortgages, rental housing, development of the secondary lending market.

– It seems that social housing will no longer be built.

– It is clear that those who have no money at all also need to improve their living conditions, regardless of their social status. Our colleagues and I, together with the deputies, have prepared and already adopted the federal law about non-profit housing. This is the housing that will be built with the support of municipalities. But the citizens you care about will now have a choice. If their budget does not allow them to buy an apartment, they will be able to rent non-commercial housing for a long period and live in it at the rates that will be introduced in the regions.

– Not every family can afford to rent housing.

- But state support no one has cancelled, there are still waiting lists. Our programs do not replace it.

– And how much will such rent from the state cost?

– Not from the state; it cannot build housing in such volumes. Housing for non-profit rental will be built with government support. And prices will be fixed by the constituent entities of the Russian Federation.

– Will they be the same everywhere?

– No, in a metropolis there is one, in a small town – another. We are now developing housing construction and mortgage lending in general. And each of these blocks is a huge job.

– Housing should be inexpensive...

– Housing should be different. I would like to clarify that the ministry does not have government orders. The Government of the Russian Federation has approved the “Housing for the Russian Family” program, according to which the subjects themselves choose projects...

Our ministry works with the construction complex: small, large, medium construction companies the whole country. But we are not government customers and do not pay for what they build.

The government has approved a program under which entities select housing construction projects and these projects, based on the results of concluded agreements between the ministry, the entity and the Housing Mortgage Lending Agency, are implemented directly on construction sites.

– How do you control the implementation of the program?

– Managers Russian regions By signing an agreement with the ministry on participation in the state program, they assume the corresponding obligations.

– Do they also control quality?

- And quality too. We need to rebuild 25 million square meters. m of housing. The ministry employs 330 people. And we physically cannot be responsible for what is being built in Kamchatka, Altai, Tatarstan, Murmansk and so on...

At the First Deputy Prime Minister Igor Shuvalov four children. Two of them had already reached adulthood - and immediately fell into a share. Family hectares of land near Moscow and foreign real estate are now in “children’s” accounts. Igor Shuvalov’s eldest daughter dances at the Bolshoi, and during breaks inspects the “estates.” Alexandrina Elagina, Sofya Savina and Mikhail Shubin found out how the children of Igor Shuvalov settled down. [...]

Evgeniy Igorevich Shuvalov born when the family had almost nothing. My father just graduated from the Law Faculty of Moscow State University and got a job with Mamut. By 2002, everything had changed. Shuvalov Sr. was already friends with the right people and had been climbing the steps of Russian power for several years.

“Zhenya’s classmates are Abramovich, Aven, Jordan. So he is far from the richest. One day, after a trip to visit a friend, the son asked: “Dad, why do we live in such a small house? I explained that his friend's dad worked in a very competitive, life-threatening environment. People who have a fortune greater than mine took more risks in life, it was more difficult for them. He said that when he grows up, the situation will be different. And he will have to compete with his knowledge and abilities,” said Igor Shuvalov in an interview in 2002.

Soon Evgeniy enters Wellington College - one of the most prestigious colleges in the UK, where in addition to his studies he is a professional swimmer and plans to enroll in Oxford. The father decides differently: he sends his son to serve in the elite naval special forces Kholuai on Russky Island. Evgeniy serves as a “miner” in a company of reconnaissance divers. At the same time, in 2011, preparations are underway for the APEC summit, so Shuvalov Sr. visits his son from time to time or takes him on leave.

Remembering Shuvalov, his colleagues say that Evgeny “served like everyone else.” “In the first days, as expected, he received “lyuli” from demobilization, and the tidy “rustled” at night, and his son was “pressed” for the fact that he was a true Muscovite, he didn’t even know how to swear. But Zhenya endured everything as a young man should - without whining and, God forbid, reporting to his superiors. Although, of course, Shuvalov’s commanders singled us out from all of us; they communicated more often, talked, and taught us individually,” says his colleague Nikita Malinin.

What Shuvalov’s son is doing now is unknown. This year he began disposing of family assets. On January 1, 2017, the company MF Investments LLC was closed, the sole founder of which was Evgeniy Igorevich Shuvalov. He transferred the remaining Russian and foreign companies, as well as a share of real estate, to his sister.

"Picnic on a Jet": from the Bolshoi Theater to the Austrian Castle

Igor Shuvalov’s eldest daughter Maria is now 19 years old. In her only interview, she says that at the age of three and a half she was sent to the Olympic reserve school of Irina Viner, the wife of a billionaire Alisher Usmanova. There Maria began doing rhythmic gymnastics.

Then - gymnasium and admission to Moscow state academy choreography (MGAC) at the Bolshoi Theater. In 2016, a theater critic described her performance on stage in Kommersant as follows: “... nothing (except perhaps the regime of austerity) can justify the wretchedness of modern productions of the Moscow State Academic Academy. High school girl Maria Shuvalova, a bright brunette of a non-classical type, was prudently allowed to dance barefoot and in a long chiton, accompanied by her peer Anatoly Soya.” And he finishes: “Performed by senior students with reverent seriousness, this number seemed like a pure parody of the provincial choreography of stagnant times.”

Profile of Maria Shuvalova on the Bolshoi Theater website

Maria graduated from the Academy of Choreography in the summer of 2017 - and was immediately accepted into the ballet troupe of the Bolshoi Theater. After its release, Igor Shuvalov himself was present at the ceremony on September 1 of this year at the Moscow State Academy of Arts. Perhaps the official’s second daughter is studying there now - the Kommersant newspaper wrote that both of his daughters are studying ballet - both the eldest Maria and the younger Anastasia.

Maria Shuvalova does not hesitate to talk about her life in in social networks. She not only posts photos with the famous Shuvalov corgis, but also reports about her movements. In 2015, she visited England. There, according to Alexei Navalny’s investigation, Igor Shuvalov’s elite London real estate is located. In another London photograph, an official's daughter is seen walking a corgi.

Shuvalov's daughter and corgi in Austria

In the same year, Maria posted a photo with the geotag Salzburg: in it, together with a corgi, she stands on the pier of the Austrian Shuvalov Castle, which Alexei Navalny told about. The lanterns from the pier in the photographs he published exactly match the lanterns on Maria Shuvalova’s Instagram. In the same place in January 2017, Shuvalov’s youngest daughter, Anastasia, was photographed. Judging by the photographs, she also stayed there in June.

In 2016, Maria visited Singapore and Holland. 2017 also turned out to be a busy year: in May - Italy, Milan, in July - France, Cannes, autumn - Indonesia, Bali. On her Instagram profile, Maria talks about a “picnic on jet” and reports that “she is a simple girl, so she wipes her crown once a day.”

The Supervisory Board of the OJSC Agency for Housing Mortgage Lending, held on April 20 with the participation of the head of the Russian Ministry of Construction, Mikhail Men, approved the resignation of the general director of the organization, Alexander Semenyaka. Alexander Plutnik, who until now held the position of State Secretary, Deputy Minister of Construction and Housing and Communal Services of the Russian Federation, has been appointed as the new General Director of OJSC Agency for Housing Mortgage Lending.

The change in the leadership of the Agency is associated both with new government priorities in the housing sector and with the creation on the basis of the Agency of a unified development institution in the housing sector. The state sets new tasks for the development institution, mostly in the field of construction and housing and communal services - increasing the accessibility and comfort of housing, improving the quality of the housing stock, attracting investment in housing construction, construction of engineering and technical infrastructure and production building materials. It is necessary to ensure synergy of competencies of all existing state institutions development in the housing market - from the sale of land plots to the sale of finished housing to citizens.

“Basic tasks, according to the relevant ministry, AHML have been completed. Last year, Russians took out mortgage loans worth more than 1 trillion 700 billion rubles. These are record numbers demonstrating that the mortgage has worked,” said Mikhail Men. According to the minister, the new structure that it was decided to create will solve more complex problems, which include not only the development of mortgages, but also the development of infrastructure and the allocation of land plots.

The candidacy of Alexander Plutnik for the position of General Director of AHML was proposed by the head of the Ministry of Construction, Mikhail Men. Let us recall that in the department, Alexander Plutnik held the post of State Secretary and Deputy Minister.“The new head of AHML will carry out at the first stage main function– merger of two institutions. This not an easy task", the minister emphasized.

The work of the AHML Supervisory Board and the RHD Foundation Board of Trustees will also be consolidated. “Given how high the importance of the future institute is for the industry and for our department, I decided to approach the Prime Minister with a proposal to include one of the deputy prime ministers in the supervisory board of the united structure to strengthen the work of the future unified development institute,” emphasized Mikhail Men .

“The merger of the two development institutions will take place in the near future. Already in May it is possible to introduce a bill to merge the two development institutions into the State Duma. By autumn the structure f will actually start working, and by the beginning of the year all relevant procedures will be completed,” said Alexander Plutnik.

At the end of the meeting, the minister thanked the former head of AHML Alexander Semenyaka for his many years of fruitful work and presented him with an honorary badge from the Russian Ministry of Construction.
