On December 22, in Moscow, in the building of the Ministry of Construction of the Russian Federation, a meeting of the Expert Group on Funeral Business was held within the framework of the Commission on Housing and Communal Services of the Public Council under the Ministry of Construction and Housing and Communal Services of the Russian Federation, the Chairman of which was appointed the President of the Union of Funeral Organizations and Crematoria Pavel Nikolaevich Kodysh.
The previous meeting of the Expert Group took place in May. Then the participants had a very active discussion with the developers of the draft law “On funeral business in Russian Federation..." and tried to convey to them the position of the professional community. Individual proposals were taken into account, and the version of the draft law being considered today differs significantly from the previous one.
This time, Pavel Nikolaevich Kodysh gathered members of the Expert Group to discuss with them a plan for further action in light of the list of instructions of the President of the Russian Federation dated 07/09/2017. In his opening speech, the President of the Union expressed concern about the literally denigration of the industry that has recently been carried out by the media. Trying to create quick authority for themselves, some speakers not only exaggerate, but also mislead the media, creating a negative information wave. Not only participants in the ritual market suffer from such activities, but also consumers - being in a state of grief, they are afraid to trust specialists. Pavel Nikolaevich called on experts to actively participate in the work of creating a positive image of the ritual sphere and the importance of promoting the culture of burial in the information field.
The meeting participants were welcomed on behalf of the Ministry by the executive secretary of the Public Council under the Ministry of Construction of Russia, Assistant to the Minister Svetlana Petrovna Kuzmenko. She noted the importance of the active position of the professional community in the formation of the legislative framework.
Unfortunately, the developers of the law were unable to take part in the meeting, and the executive director of the Union spoke about the stage at which the approval of the current version of the document is now Andreeva Elena Olegovna. According to information received from the Deputy Director of the Department of Urban Environment of the Ministry of Construction of Russia Pospelova M.A.., the bill is currently being approved by the Ministry of Justice. One of the serious topics for analysis was the report presented to experts on the results of prosecutorial inspections of the industry that took place throughout the country this year. The conclusions from these checks coincide with the results of studies by Chelyabinsk colleagues. On this basis, it was proposed to draw up a plan of regional activities aimed at improving the quality of the industry. This process must be organized and implemented independently of work on industry legislation.
Question vocational education and necessity collaboration raised Baranskaya Olga Yaroslavna, Director of the Institute of Ritual Culture of the Federal Autonomous Institution “RosKapStroy” of the Ministry of Construction of Russia. In her speech, she spoke about the problem of unscrupulous companies appearing on the market. educational organizations, many of which do not even have educational license. Professor Georgy Nikolaevich Syutkin turned to Lyudmila Ivanovna as a representative of the developer of the “Instructions on the procedure for funerals and maintenance of cemeteries in the Russian Federation” and offered to update it and accept it for mandatory use. This document, written back in 2000, should become the basis for industry regulations.
Head of training programs for funeral specialists at RGUTiS Ulanov Pavel Evgenievich supported Olga Yaroslavna’s proposal, noting in his speech the need to harmonize the documents of the Ministry of Education, professional standards and the draft law on “On burial and funeral business in the Russian Federation...”.
Based on the results of the meeting of the Expert Group, it was decided to hold an additional working meeting to discuss issues of providing educational services and standardization of professional education in the funeral industry. Based on the experience of Chelyabinsk colleagues, it is necessary to prepare methodological recommendations and launch similar programs in other regions. On February 17, 2015, a regular meeting of the Commission on the implementation of the concept of technological and price audit (TPA) of the Public Council under the Ministry of Construction of Russia was held.
The meeting was opened by the chairman of the commission I.V. Ponomarev, who in his speech noted the need to make changes to the selection criteria and the procedure for determining TPA performers. Of course, it is difficult to repeat the record numbers that were in 2015, but as far as industrial housing is concerned, there is practically no decline. Reporting on the draft plan for the implementation of the Concept of openness of federal executive bodies for 2017, she noted that the Concept enshrines the basic principles of openness of federal executive bodies, tasks and mechanisms (tools) for their implementation and contains a system of strategic guidelines in the field of ensuring openness and transparency government controlled, accountability and control of the authorities to civil society and the formation of an effective dialogue between federal executive authorities and citizens, public associations and the business community. The concept is intended to become the basis of a systematic approach to increasing the level of openness of federal executive bodies, including, among other things, the creation methodological basis to supplement and improve the current legal framework.
The Ministry of Construction of Russia considers it necessary to increase citizens' awareness of the work of government bodies, and in the future will expand the practice of its public reports and public assessment of its work. The Russian Ministry of Construction strives to make information about its work accessible to the widest possible range of citizens.
Based on the results of 9 months of 2016, the Ministry of Construction of Russia improved its position and rose in the ranking of publishing information in open data format by 23 positions and ranks 10th out of 40 possible.

Based on the results of the discussion of the third issue on the agenda, the Commission for developing methodological recommendations and improving the regulatory framework in the field of technological and price audit of the Public Council under the Ministry of Construction of Russia came to the conclusion that the application of the Resolution “On the criteria for the economic efficiency of project documentation” will lead to a significant volume conflict situations in the process of implementing state programs in the construction sector, in addition, it contains an administrative mechanism for increasing the marginal cost government contract, creating corruption risks.
It is necessary to consider this problem within the framework of interdepartmental cooperation to improve the efficiency of implementation public policy in the field of urban planning and prepare the necessary amendments to the regulatory legal acts of the Government of the Russian Federation.
As part of the discussion that took place at the meeting of the Presidium of the Public Council, Deputy Minister of Construction and Housing and Communal Services of the Russian Federation Nikita Evgenievich Stasishin announced that the State Compensation Fund for Shared Construction will start working in the spring of 2017. He explained that this is due to re-coordination procedures. Previously, it was assumed that the fund was supposed to start operating on January 1, 2017.
The Ministry of Construction was instructed to introduce a compensation fund following the results of the State Council on Construction. “Today the work has been completed, all regulatory legal documents have been prepared. First of all, a draft resolution of the Russian government on vesting the fund of the Unified Institute for Development in the Housing Sphere with the powers to form and manage a compensation fund,” said N.E. Stasishin.
He noted that the main functions of the fund have also been defined: receiving contributions from developers and monitoring their receipt; exercising the powers of an arbitration manager in a bankruptcy case of a developer, if he made contributions to the compensation fund in relation to at least one object; making payments of compensation to citizens participating in shared construction in the event of bankruptcy of the developer; providing loans, including interest-free, as well as providing financial assistance the developer, who undertakes obligations to complete the construction.
Also at the meeting it was decided to create a Commission on High-Rise Construction. The Commission was created in connection with the need to develop and implement uniform norms and rules governing high-rise construction and operation of high-rise buildings for all regions of the Russian Federation, including issues of comprehensive building safety. Among other issues of the commission's responsibility are the systematic implementation of advanced technologies, the issue of support domestic producers innovative building materials, used in high-rise construction, as well as the formation of standards that will be applicable to the level of contractors involved in the construction and operation of high-rise buildings.
Chairman of the Board of Directors of Capital Group Pavel Vladimirovich Tyo was appointed head of the newly created commission on high-rise construction of the Public Council under the Ministry of Construction of Russia.
Concluding the meeting of the Presidium of the Public Council, Sergei Vadimovich Stepashin thanked all members of the Council for the work done in 2016.
