1 Recommendations for forming a kit project documentation in electronic form for passing state examination These recommendations are compiled in accordance with the requirements of the order of the Ministry of Construction of Russia dated /pr “On approval of requirements for the format of electronic documents submitted for state examination of design documentation and (or) results engineering surveys" 1. Formation of documentation When submitting PD for state examination for each section of the project, the applicant has the right to choose the most suitable one of two options for its formation: 1. Project in raster format; 2. Project in formats for publication with vector graphics/ in original formats Project in raster format Electronic version of PD is created by scanning approved documents in the prescribed manner paper originals with all necessary handwritten signatures and seals. Scanning is recommended with a resolution of 300 dpi. Scanning must be done directly from the original document (scanning from photocopies is not allowed). If there are no graphic images in the document, it is recommended to scan in black and white, provided that the text in the document is black. If your document contains color graphics or text, we recommend scanning your document in color mode. If your document contains images other than color, it is recommended that you scan in Grayscale mode, provided that the text in the document is black. All scanned materials of the text and graphic parts of the project sections are formed in the form of multi-page PDF files and collected in accordance with the Government Decree Russian Federation from “On the composition of sections of design documentation and requirements for their content” in e-books according to the following principle: “one section/subsection of the project - one volume/book - one file.” It is not allowed to generate documentation on the principle of “one page/one drawing - one file”.

2 In PDF files, it is recommended to create bookmarks for the table of contents and the list of tables and figures. The page orientation in the generated PDF files should match the page orientation in the original documents. If the size of the resulting file exceeds 100MB, it can be split into several documents. Estimated sections are provided in PDF, DOC, DOCX, XLS, XLSX, XML formats Project in vector graphics / original formats for publication. In this option, the electronic version of the documentation is generated on the basis of a computer original, without first reproducing it on paper. The preferred format is PDF. The electronic version of the PD is prepared by directly publishing (exporting) the original documents in the format of a multi-page PDF file. The publication parameters must be configured in such a way that when printing the electronic version of the PD, it is fully consistent with the electronic original (including accuracy, font display, scale and color scheme), without any additional actions on the part of the user. If the application has functions for automatically cleaning the drawing from unused layers, styles, etc. It is recommended to use this function in advance in order to reduce the size of the resulting file. If the application used to create documents does not have the functionality of publishing in PDF format, specialized applications - virtual printers - can be used to perform this task. Inclusion in the electronic PD of documents from third parties (subcontractors, operating organizations, etc.), received on paper and agreed upon in the accepted manner, is carried out by preliminary scanning of paper originals and saving in a multi-page format PDF file. The electronic version of the PD is completed according to the principle “one section/subsection of the project - one volume/book - one file”. It is not allowed to generate documentation on the principle of “one page/one drawing - one file”. It is allowed to complete separate books (files) for the text and graphic parts of the documentation section/subsection. If the size of the resulting file exceeds 100MB, it can be split into several documents. General rules for naming files of electronic documents The names of the files must be clear and correspond to the names indicated on the title pages, in the main inscriptions (stamps) of text and graphic documents and the composition of the project documentation. 3. Structure of documentation folders Generated documentation files should be distributed into their corresponding folders: - Project documentation - 01 Explanatory note- 02, etc. according to Resolution 87 - Results of engineering surveys - Engineering-geological surveys - Engineering-geodetic surveys - Engineering-ecological surveys - Engineering-hydrometeorological surveys - Engineering-geotechnical surveys - Survey of the condition of soils of the foundations of buildings and structures - Survey of building structures of buildings and structures - Estimate documentation - Explanatory note to estimate documentation- Summary of costs - Consolidated estimate calculation - Object estimate calculations - Local estimate calculations - Bills of quantities and specifications - Documents justifying the cost - Estimate calculations for individual species costs - Files in the universal format of the estimate application

Certification of documentation If the documentation is generated in accordance with paragraph 1.1 of these recommendations, electronic signatures of persons involved in the development are not required. If the documentation is generated in accordance with clause 1.2 of these recommendations, the following options are available: - if the original documents contain scanned copies of seals, data on persons participating in the development and scanned copies of their handwritten signatures, in this case electronic signatures of persons participating in the development are not required; - otherwise, each person participating in the development, carrying out normative control and approval of PD certifies the electronic document with his electronic signature. If it is impossible to provide all responsible persons with electronic signatures for individual documents, books, sections (volumes) of the project, an information certificate sheet (IC) is drawn up. The UL indicates the designations of the electronic documents to which it was issued, the names and original signatures of the persons who developed, checked, agreed upon and approved the relevant documents. Recommendations for the design of UL are contained in GOST " Electronic documents" A completely paper-based identification sheet is scanned and saved in PDF format. An example of a UL template is given in Appendix 1 to these recommendations. Regardless of the presence or absence of electronic signatures of the performers, all files of prepared documentation are certified by the electronic signature of an authorized person of the applicant organization.

What has changed in submitting design, engineering and construction survey documentation for examination, and how should you prepare for it now?
From January 1, 2017, state examinations accept documentation on design, engineering and construction surveys only in electronic form. There are several exceptions to this rule (projects developed within the framework of state or commercial secrets, estimates). In addition, project development has been carried out on computers for decades, and it seems that submitting paper reports has long become an anachronism. However, everything is in the details. There are little things that make it difficult to give up big projects. What exactly do you need to consider?

There are many state examinations, and they have different requirements

The most the main problem The point is that in Russia there is no single organization called “gosexpertiza”. There are several of them, or rather many. There are Glavgosexpertiza, regional, city, and industry-specific examinations. And each of them has its own requirements for project documentation. For example, on the portals of different examinations the structures of sections and subsections of the documentation, as well as the requirements, differ:

  • to the structure of the PDF file, including bookmarks;
  • to the composition of document image files;
  • to the number of files;
  • To maximum size files;
  • to file names, etc.

It should be added that the preparation of documents is subject to enhanced approval qualified signature– and here too there are many discrepancies. For some examinations, a general signature of the entire package of documents is enough, others insist that all sections or even each file with a drawing be signed.

Theoretically, it is possible to pass the examination on the first try, but in practice this is unlikely. Most likely, experts will make some comments. Making changes is a separate procedure, which is also regulated differently. In the range from single edits (and their certification with signatures) to complete rework(including re-signing and re-uploading) of the entire documentation package.

An electronic signature is necessary, but not sufficient
Technically, there are no problems with electronic signatures. There are FSB certified software products, which generate unique digital sequences. Eat the legislative framework on this score. You can call “signatures” from the application program to automatically prepare documentation - all this is fast and relatively convenient.

But there are usually many people working on each project. In traditional paper documentation, as drawings and documentation are prepared, a string of signatures of those responsible for different levels. As a result, it is clearly visible who did what, who is responsible for what.

As a rule, not every specialist working in the field has an enhanced qualified electronic signature (ECES). design organization. This is due to the registration procedure, as well as additional costs for obtaining and supporting. Often, GIPs (chief engineers of the project) and general director. Sometimes only the general director, and then it turns out that the entire volume of documentation (or even all the documentation for the project) is signed by one person.

In addition, some work is performed by contractors, subcontractors, and invited contract experts. The chief executive officer, of course, wants to assign responsibility to specific performers so that all the personal signatures of the designers do not remain “behind the scenes.”

The solution is simple - IUL (information and identification sheet). Designers put ink signatures on the IUL for a specific document image (PDF), and the person in charge signs this IUL with an electronic signature. We sign signatures, yes.

Difficulties arise when promptly re-signing such IUL after correction of the expert’s comments. There are literally a couple of days, but people go on vacation, go on business trips, and get sick. It is even more difficult to quickly obtain the signatures of contractors - they may be in another city, work “in the field” outside the access zone, put forward some demands or conditions for the provision of “services”. Therefore, the technical implementation of recording signatures should be as fast, reliable and convenient as possible. If the right person is ready to sign, you need to provide him with this opportunity immediately - and without mistakes, so that later you don’t have to start all over again.


Electronic examination does not mean automation of document submission

It is currently impossible to send even a completely finished package of documents for examination “in one click.” Even examinations with “batch loading” suggest manually selecting documents from disk for each section, loading them, and confirming signatures. This is extremely labor intensive.

We, as developers, are dealing with this issue, negotiating with experts, and hoping for success. Such success could be the opening of an API (application programming interface) or at least providing access to upload files directly to the site of each examination.

Why is it important? We have automated the preparation of a package of project documentation with customization for the requirements of various examinations; almost the entire work cycle can be simplified and accelerated - but not the delivery itself. This is an obvious bottleneck in the entire process. Of course, sooner or later this issue will be resolved.


What else requires manual actions (for now, at least):
  • selection of source documents that should be included in the package for examination - this is done by those responsible for the section or GIPs;
  • processing of non-standard types of drawings (huge size, unusual format, developed in exotic software environments);
  • analysis of examination comments and making changes to source documents.

What can be automated
In short - everything else. That is:

  • PDF generation from original drawing files (usually AutoCAD DWG);
  • development of the documentation structure to meet the requirements of the examination;
  • auto-numbering of sheets, creation of a table of contents, bookmarks;
  • IUL generation;
  • electronic signatures (including “double” signatures, that is, first completed IUL forms for ordinary signatures, then certification of their scans);
  • track
making changes in source files to be reflected in the final package of documents.
Thus, despite the fact that at first it has become more difficult to prepare documents for examination, over time this process will be streamlined, simplified and will become much more convenient than before. From a technical point of view it is definitely more convenient.

What else has changed

Against the backdrop of all these standards, file formats and acceptance regulations, you need to understand that the real changes are much deeper. The very paradigm of relationships between designers and experts is changing.

The old “paper” order of doing business meant direct personal communication. Representatives of survey and engineering companies have been communicating for years with specific expert people and examination workers. The new, “electronic” order is significantly impersonal. The documents are submitted for examination; the level of communication has been transferred to the organizational level. It is unknown who exactly will receive the PDF, who will read and evaluate it and how. This is a fundamentally different interaction mechanism. Of course, no one bothers you to visit your familiar experts to discuss the project “like in the good old days.” Many people do this. But now this is not a guarantee of success (just as neglecting a personal meeting will not be a reason for refusal).

Obviously, there are both pros and cons. There is less room for fraud and bias. It is more difficult to prove that you are right on controversial issues. The procedure becomes less humane and more bureaucratic. But this is progress. Including technical progress, without which modern design it is no longer possible to imagine.

Based on paragraph 18 of Regulation No. 145, documents provided for in paragraphs 13-16 of Regulation No. 145 and submitted in electronic form are signed by the head of the organization or his authorized person using UKEP. In this case, the persons who have the right to sign the specified documents using the UKEP are the persons who have the authority to sign the relevant documents prepared in the form of documents on paper.

As for the initial permitting documents submitted as part of the “Explanatory Note” section as part of the project documentation itself, based on paragraph 11 of the Regulations on the composition of sections of project documentation and requirements for their content, approved by Decree of the Government of the Russian Federation dated February 16, 2008.
No. 87, copies of these documents, drawn up in the prescribed manner, may be submitted for state examination. In this case, the requirements provided for in paragraphs 6, 8, 9 of the Requirements are imposed on the execution (including certification) of such copies. In particular, based on clause 8 of the Requirements, electronic documents (including their copies) that are in accordance with the established requirements integral part project documentation are certified by the electronic signature of the person(s) involved in the development of project documentation, carrying out standard control and approval of project documentation, and the electronic signature of the applicant.

In accordance with clauses 22 and 23.1 of Regulation No. 145, based on the results of checking the completeness of the documents submitted for the state examination, the applicant must be presented (sent) one of the following documents:

— a draft agreement calculating the amount of fees for conducting the state examination, signed by the organization for conducting the state examination;

— reasoned refusal to accept submitted documents;

— notification of the decision made to leave the submitted documents without consideration, indicating the reasons for its adoption.

Each of the above documents according to general rules business correspondence must be sent by an appropriate letter signed by an authorized person of the central office of the FAU "Glavgosexpertiza of Russia" or its branch.

According to subparagraphs “k” and “l” of paragraph 2 of Decree of the Government of the Russian Federation of March 5, 2007 No. 145, documents necessary for conducting state examination, starting from the dates specified in these subparagraphs, are submitted in electronic form (except for cases when project documentation and (or) the results of engineering surveys contain information, access to which is limited in accordance with the legislation of the Russian Federation).

Clause 18 of Regulation No. 145 establishes that the requirements for the format of documents submitted in electronic form are approved by the Ministry of Construction and Housing and Communal Services of the Russian Federation.

The presence of deficiencies in documents submitted in electronic form in terms of non-compliance with established requirements (including Requirements) may serve as the basis for a decision to leave documents without consideration (subparagraph “b” of paragraph 23 of Regulation No. 145).

An employee of the contract department places a contract with a number and date in the electronic system (the exceptions are the same as when preparing only a paper version).

It is then signed by the deputy chief in the electronic system. If the agreement on conducting a state examination, at the request of the applicant, must be prepared in the form of a document on paper, an agreement with a number and date on paper is simultaneously prepared and, after signing, is handed over to the applicant. In this case, the agreement on paper is considered legally significant.

According to paragraph 12 of the Requirements, each section of the design documentation must be contained in a separate folder (directory), the names of these folders must correspond to the names of the sections.

To carry out the examination, all sections of the design documentation must be submitted, which, in accordance with Part 12 of Article 48 of the Town Planning Code and the Regulations approved by Decree of the Government of the Russian Federation of February 16, 2008 No. 87, are mandatory.

It should be noted, however, that due to technological features interactive interaction system of the GAU VO "Center of State Expertise for the Voronezh Region" folders-directories provided for in the structure of project documentation in the applicant's Personal Account must necessarily contain a file with an electronic document. If, in accordance with the law, the development of a section of project documentation is not required, the applicant is recommended to place a file with an electronic document of any form in the format established by the Requirements in the directory folder of the corresponding section in the format established by the Requirements, containing information about the absence of the need to develop a section with appropriate justification.

It is recommended to place the “Composition of Project Documentation” sheet, drawn up as a separate volume, in the “Other Documentation” directory folder as part of the “Project Documentation” directory folder.

According to GOST 21.1101-2013 “System of design documentation for construction. Basic requirements for design and working documentation”, in the volume of design documentation in which the corresponding changes have been made, a table for recording changes is placed.

In order to promptly review the project documentation by the Institution’s specialists and reduce the time for preparing the state examination report, it is recommended that a copy of the permission to make changes is also placed in the appropriate volume of the project documentation.

No. 108 execution and design of text and graphic materials included in the design documentation (including amendments to them) must be carried out in accordance with the requirements of the national standard GOST 21.1101-2013 “System of design documentation for construction. According to paragraph 9 of the Requirements, the IUL must indicate the date and time of the last change of the relevant DE. Thus, after making a change, the IUL must be scanned again and certified with the electronic signature of the person authorized to submit documents for state examination.

According to paragraph 5 of the Requirements, the structure of a DE should include the content and search for this DE, as well as bookmarks on the table of contents and the list of tables and figures contained in the DE.

According to paragraph 5 of the Requirements, the structure of an electronic document must include the content and search of this document, as well as bookmarks on the table of contents and the list of tables and figures contained in the document.

In accordance with paragraph 9 of the Requirements, the IUL is issued in relation to each individual document, section (volume, book) of project documentation, submitted in the form of an electronic document (i.e., a separate file).

According to paragraph 9 of the Requirements, the IUL must contain the names and signatures of all persons involved in the development, verification, coordination and approval of the relevant DE.

According to paragraph 10 of the Requirements, approved by order of the Ministry of Construction of Russia dated November 21, 2014 No. 728/pr (hereinafter referred to as the Requirements), the name of the electronic document must correspond to the name of the document on paper.

Order of the Ministry of Construction of Russia dated November 21, 2014 No. 728/pr “On approval of requirements for the format of electronic documents submitted for state examination of design documentation and (or) engineering survey results” does not establish requirements for the preparation of IUL.

At the same time, according to the order of the Ministry of Regional Development of Russia dated April 2, 2009 No. 108 “On approval of the rules for the execution and execution of text and graphic materials included in the design and working documentation”, the execution and execution of text and graphic materials included in the design documentation, must be carried out in accordance with the national standards “System of design documentation for construction”, which are approved by orders in the prescribed manner.

Currently, the Russian Federation has a national standard GOST 21.1101-2013 “System of design documentation for construction. Basic requirements for design and working documentation." According to paragraph 11 of the Regulations on the composition of sections of project documentation and requirements for their content, approved by Decree of the Government of the Russian Federation of February 16, 2008 No. 87, as part of the project documentation it is allowed to submit not only original documents, but also their copies, drawn up in the prescribed manner.

In order to submit electronic initial permitting documents, the originals of these documents on paper must be scanned. If such scanned copies are certified by the UKEP of the applicant (and not the person who issued the relevant document), then they can be considered by the Institution as copies of documents.

Please note that according to the legislation on urban planning activities, the developer (technical customer) is obliged to provide the designer with originals (and not copies) of the original permitting documents.

Conducting a state examination of design documentation and engineering survey results submitted to the FAU “Glavgosexpertiza of Russia” in electronic form, including the exchange with the applicant of information and documents submitted in connection with the state examination of these materials, is carried out through the applicant’s Personal Account in the system interactive interaction of the FAU "Glavgosexpertiza of Russia", which does not involve the exchange of documents on paper.

At the same time, by agreement with the applicant, the preparation of an agreement on conducting a state examination can be carried out in the form of a paper document.

According to paragraph 18 of Regulation No. 145, documents submitted in electronic form are signed by the head of the organization or his authorized person using an enhanced qualified electronic signature provided for by the Federal Law “On Electronic Signatures”.

According to paragraph 2 of Article 160 Civil Code of the Russian Federation (hereinafter referred to as the Civil Code of the Russian Federation), the use of an electronic signature when making transactions (including unilateral ones - by virtue of Article 156 of the Civil Code of the Russian Federation, according to which general provisions on contracts apply to them) is allowed in cases and in the manner provided for by law and other legal acts or by agreement of the parties.

Part 1 of Article 6 of the Federal Law of April 6, 2011 No. 63-FZ “On Electronic Signature” stipulates that information in electronic form signed with a qualified electronic signature is recognized as an electronic document equivalent to a paper document signed with a handwritten signature, and can apply in any legal relationship in accordance with the legislation of the Russian Federation (except for the case where federal laws or regulations adopted in accordance with them establish a requirement for the need to draw up a document exclusively on paper).

At the same time, it is reported that, in accordance with paragraph 4 of Article 185.1 of the Civil Code of the Russian Federation, a power of attorney on behalf of a legal entity is issued signed by its director or another person authorized to do so in accordance with the law and constituent documents.

Based on the Requirements for the composition, content and procedure for drawing up the conclusion of the state examination of design documentation and (or) the results of engineering surveys, approved by Order of the Ministry of Construction of Russia dated December 9, 2015 No. 887/pr, information about all documents submitted must be reflected in the conclusion of the state examination for carrying out state examination. The information reflected in the conclusion of the state examination may contain information about the content of relevant documents, which may include information of limited access.

Taking into account the above and based on the principle established by paragraph 3 of Regulation No. 145 of ensuring measures for the non-disclosure of confidential information that became known to the FAU "Glavgosexpertiza of Russia" in connection with the state examination, the Institution does not have the right to accept project documentation and (or) results for state examination engineering surveys in electronic form if the documents required for such state examination contain restricted information.

The procedure for transferring the conclusion to the applicant includes sending the conclusion in electronic form (using the “System of interactive interaction of the State Autonomous Institution VO “Center for State Expertise in the Voronezh Region”) and, if another form of issuing the conclusion is indicated in the application and (or) agreement on conducting the state examination, on paper in the hands of the applicant or by sending a registered letter.

If it is necessary to obtain a contract for expert work on paper, this information should be indicated in the application.

According to paragraph 10 of the order of the Ministry of Construction and Housing and Communal Services of the Russian Federation dated November 21, 2014 No. 728/pr, the name of the electronic document must correspond to the name of the document on paper. In this case, naming files with abbreviations and entering valid characters is possible.

The requirements for the format of electronic documents submitted for state examination of design documentation and (or) engineering survey results, approved by Order of the Ministry of Construction of Russia dated November 21, 2014 No. 728/pr, do not establish the form of the information and certification sheet.

However, according to the order of the Ministry of Regional Development of Russia dated April 2, 2009 No. 108, the execution and design of text and graphic materials included in the design documentation must be carried out in accordance with the national standards “System of design documentation for construction”, which are approved by orders in the prescribed manner.
